This course introduces students to the art and science of winning ballot initiative campaigns.  Topics to be covered include ballot access and legal strategy, language development, earned and paid communications, including crafting and framing a message, earned media, paid media, digital and social media, voter contact, and more. We will also examine campaign planning and management, polling and research, identifying, targeting, and turning out voters, coalitions and interest groups, budgeting and fundraising, the political environment, and mobilization efforts. Students will monitor and discuss key news developments around selected current ballot initiatives, write brief papers and construct a ballot initiative campaign plan as a final project.
